Assessment of the “One Priority and Two High Qualities” Strategy in Qinghai Province by Qinghai Academy of Social Sciences takes the window of 2018-2021 for evaluation in response to the needs of eight cities and prefectures in Qinghai Province. It constructs eight interconnected yet independent indicator systems. A comprehensive evaluation method based on indexation is established around these indicator systems. By synthesizing development indicators at different levels and combining static assessment with dynamic observation, it conducts quantitative evaluation of the “One Priority and Two High Qualities” strategy in these eight cities and prefectures, aiming to obtain accurate, quantitative, and objective conclusions. This is an important achievement in comprehensively and systematically understanding the progress of Qinghai’s “One Priority and Two High Qualities” strategy.
